Public Policy Litigation

Generally, public policy responds to political will as expressed through the Legislature. Kevin O’Hanlon is a registered lobbyist who has successfully represented many public clients in the legislative arena. He routinely tracks education legislation during legislative years. From this prospective, Mr. O'Hanlon is well situated to monitor developments in the Texas Legislature, and to monitor and review changes in Texas public school law recommended by the South Texas Schools Association or the Texas Association of School Boards General Assembly of Delegates. This enables him to advise client districts on both substantive issues and legislative strategies.

Legislation is not the only means to affect public policy. Often, policy is molded through the courts. Mr. O'Hanlon participated in United States v. Texas, the statewide desegregation lawsuit involving the state's Education System. His experience includes both litigation on behalf of the State of Texas, as well as lecturing extensively and advising districts of their obligation to meet court requirements in the area of student assignments, personnel practices, extracurricular activities, student transfers and school district boundary changes. The entire firm engages in civil rights litigation; Mr. O'Hanlon and Ms. McCollom have each been litigating such cases for more than twenty-five years.
