Juan E. Cabrera
Cabrera rejoined our firm in May 2021 after 7.5 years as Superintendent of Schools for the El Paso Independent School District. In 2013, EPISD was under state control, and Cabrera helped lead the remarkable turnaround that moved EPISD from “state-control” to one of the highest performing urban school systems in Texas. During his tenure at EPISD, they were honored with 7 National Blue Ribbon Schools, and his teams opened over 50 Dual Language Academies, including a historic partnership with UTEP, 12 New Tech Network Project Based Learning Academies, 8 PTECH Academies, and passed the largest bond in El Paso County history. We are excited to utilize his vast school district experience in support of our clients.
After 3 years as a bilingual elementary teacher at Edgewood and Austin ISD, Juan obtained his Law Degree from the University Of Texas School Of Law in 1996. In his legal career, he has represented public and private entities. He also previously served as Associate General Counsel with AIM Funds in Houston and International General Counsel for BMC Software in Houston, Amsterdam, and Latin America.
In his international corporate legal role, he managed all legal matters outside of the United States. This opportunity provided him extensive experience in technology contracts, consulting and software licensing, employment law, and governance. Prior to his in-house experience, he was an associate in the administrative law/commercial litigation sections at Haynes and Boone, LLP in Austin. In the commercial and technology transactions section at Locke Lord in Houston.
Cabrera has extensive experience in both the public and private sectors, and his legal practice covers a broad range of matters. He has counseled entities in many areas, including labor and employment, financial matters, governance, contracts, government procurement, technology, real estate, and construction.
Cabrera is a co-founder and former President of the Texas Association of Latino Administrators and Superintendents (TALAS) and the Texas Urban Council. He is proud to currently serve on the Association of Latino Administrators and Superintendents and the Superintendents (ALAS) boards, the District Leadership Committee for the New Tech Network, and Public School Partners. He formerly served on the TEA Commissioner's Superintendent Cabinet, the TASA Legislative Committee, and the Executive Committee of the Council of Great City Schools.
In recognition of EPISD’s historic turnaround, in 2017, Cabrera was named “El Pasoan of the Year.” In 2019, based on EPISD’s response to the tragic 2019 El Paso shooting, Cabrera was a Dallas Morning News Finalist for “Texan of the Year.” In 2015, ALAS named Cabrera the Latino Superintendent of the Year, and he was named the Region 19 Superintendent of the Year in 2020. Additionally, in November 2014, Cabrera was one of 100 Superintendents selected by President Obama and Sect. Duncan to participate in the first-ever Whitehouse National ConnectED Superintendents Summit.
